BIS Online Registration - Notification of Process Changes

Starting from June 1, 2020, all BIS applications will be submitted online, including all test models and series models' information. All test materials must be uploaded online before the tests can begin, and once submitted, no changes are allowed. Since June 1, 2020, BIS will no longer accept offline test reports. All tests must be applied for on the CRS website, and then tested by the BIS-recognized laboratories. The test reports will be directly uploaded to the CRS website, and there is no need to submit copies of the test reports to BIS. 

The detailed content is as follows: 

Intelligent registration signifies a reorganization of the registration process. In the revised process, applicants are required to input the detailed information of the test samples on the CRS website and generate the corresponding "test request". The BIS-accredited laboratories can only conduct tests when the samples are provided together with the online-generated "test request". After the tests, the laboratories upload the reports through the corresponding test requests to the CRS website. The uploaded test reports are available for applicants to use in applications such as Fresh registration/CLL update, and there is no need to submit the paper copies of the reports to the BIS. 

2. According to the notice titled "SMART Registration" published by BIS on May 1, 2019, the time schedule for this requirement is as follows: starting from June 1, 2020, BIS-recognized laboratories can only conduct tests on samples that meet the testing requirements for online applications. 

After May 31, 2020, the BIS will no longer issue certificates of conformity/fresh certificates/inclusion certificates/CCL reports/revision certificates for samples submitted to BIS-recognized laboratories via the offline mode. 

4. The recognized laboratories of BIS are required to upload their test reports to the CRS website for registration on the same day or the next day of the report's release; otherwise, the test report will be invalid. 

5. If the applicant requires the original test report, they must wait until the test report has been uploaded to the CRS website by the BIS-recognized laboratory before they can obtain it from the applicant. 

The specific operation is as follows: 

New application from BIS: 

All the documents must be uploaded online to the BIS website. 

2. Only the scanned copies need to be provided to the BIS authorities for processing. 

3. OTP will be sent to the manufacturer's email ID or via phone notification before the application is submitted. 

4. The cycle will be shortened by 10 working days. 

5. The new process will come into effect on June 1st, 2020. 

Generation of new product test requirements form 

In order to achieve the BIS intelligent registration, BIS has taken some new measures to enhance the registration efficiency and reduce the time consumption. 

Firstly, we need to provide the relevant data related to the product on the BIS website to generate the test request form. The laboratory must verify this form and then accept the samples for testing. 

We must fill in the data carefully, because once we submit the data, we won't be able to make any changes later. 

All the data will be posted on the BIS website. During the review process, BIS officials will conduct a more detailed examination. 

Before starting the test, the following documents need to be uploaded to the BIS website. 

1) Instruction Manual 

2) Drawings (circuit diagrams/design drawings, etc., if applicable) 

3) List of key components and certificates of components 

4) Labels for all series models 

5) Manufacturer's name, trademark or identification mark
