What does the NOM certification in Mexico mean?
The Official Mexican Standards Mark is a mandatory safety symbol in Mexico, indicating that the product complies with the corresponding NOM standards. The NOM mark is applicable to most products, including telecommunications and information technology equipment, household electrical appliances, lighting fixtures, and other products with potential hazards to health and safety. Whether manufactured locally in Mexico or imported, all products must meet the relevant NOM standards and product labeling requirements.
The NOM certificate is one of the necessary conditions for the entry of goods into Mexico. Goods with the NOM certificate can be cleared for customs and sold in the market. Mexico does not recognize certificates from other countries; it only recognizes its own NOM certificates.
The largest certification agency in Mexico is NYCE and ANCE. NYCE's certification scope covers all electronic and communication products, tires, etc., while ANCE focuses more on household appliances. Since 2015, NYCE has also obtained the certification qualification for household appliances.
According to the category of the product, the current NOM certification standards are mainly divided into safety, energy efficiency, wireless communication, and commercial label approval, etc.
The safety regulations mainly test whether the product poses no potential danger to the human body under normal and abnormal usage conditions. The certificate is valid for one year. Specifically, it is divided into:
NOM-001-SCFI -- Household Electronic Products
For example: Smartphones, A/V, AC/DC adapters, UPS, TV sets (LCD, plasma, LED).
NOM-019-SCFI IT products & data transmission equipment
For example: Computers (laptop computers, desktop computers, tablet computers), routers, hubs, and computer peripheral products

NMX-J-521 - Vacuum cleaner, iron, oven, power tools, Christmas lights, LED lights, etc.
NMX-J-524 - Handheld, Engine-Integrated Electric Tool
NMX-J-508 – Socket, lamp holder, LED灯具

It is worth noting that in 2015, Mexico implemented the new safety regulation NOM-003-SCFI-2014, converting some NMX (non-mandatory standards) into mandatory standards. The products that were already subject to certification remained largely unchanged.
Wireless communication is mainly applicable to radio communication systems that employ spread-spectrum technology. Radio communication devices operate through frequency hopping and digital modulation functions in the frequency ranges of 902 - 928 MHz, 2400 - 2483.5 MHz, and 5725 - 5725 MHz. In simpler terms, they are used with electronic and IT devices that use Bluetooth, WIFI, and GMS. Mexico does not regulate 3G and 4G technologies!
The standard for wireless communication is mainly NOM-EM-016-SCFI.
Energy efficiency is similar to the energy-saving labels used in our country, and it is used to assess whether a product is energy-efficient. It is mainly divided into:
NOM-030-ENER LED Light
NOM-031-ENER Outdoor and Road LED Lights
NOM-032-ENER is an electronic product designed for standby battery charging mode.
Commercial label approval: The Mexican government stipulates that packaging must include certain mandatory information to ensure that consumers can clearly understand it when making a purchase, thus avoiding being misled. Therefore, commercial label approval means making the product packaging consistent with the government regulations. The most common types of commercial label reviews are NOM-024-SCFI (electronic and household appliances) and NOM-050-SCFI (other general products)
According to Mexican law, the licensee of NOM must be a Mexican company, responsible for the quality, maintenance and reliability of the product. The test report is issued by a laboratory recognized by SECOFI and is reviewed by SECOFI, ANCE or NYCE. If the product complies with the relevant regulations, a certificate will be issued to the manufacturer or the Mexican representative of the exporter, and only then can the product bear the NOM logo.
