The State Administration for Market Regulation has issued the 9th management announcement of 2024.
On April 7, 2024, the State Administration for Market Regulation issued Announcement No. 9 of 2024 regarding the implementation of mandatory product certification management for commercial gas combustion appliances and other products. To further strengthen the supervision of product quality and safety, in accordance with the relevant provisions of the "Certification and Accreditation Regulations of the People's Republic of China", the State Administration for Market Regulation has decided to implement mandatory product certification (hereinafter referred to as CCC certification) management for commercial gas combustion appliances and other products, and restore the third-party evaluation method for CCC certification of low-voltage components.
The following are the relevant requirements announced as follows:
1. Implement CCC certification management for commercial gas-fired cooking appliances, flame-retardant electrical cables, electronic toilet seats, electric bicycle passenger helmets, combustible gas detection and alarm products, water-based interior wall coatings, explosion-proof lamps and control devices (for product descriptions and definitions, please refer to the attachment).
(1) Starting from May 1, 2025, for electric bicycles whose rider helmets, explosion-proof lamps and control devices are included in the CCC certification directory, they must undergo CCC certification and be marked with the CCC certification logo before they can be manufactured, sold, imported or used in other business activities.
Starting from May 1, 2024, the designated certification institutions will begin to accept CCC certification applications. The certification and testing work will be undertaken by the certification institutions and laboratories that currently have the designated business scope for motorcycle passenger helmets and explosion-proof electrical equipment.
(2) Starting from July 1, 2025, for commercial gas-burning appliances, flame-retardant electrical cables, electronic toilet seats, combustible gas detection and alarm products, and water-based interior wall coatings that are included in the CCC certification directory, they must undergo CCC certification and be marked with the CCC certification logo before they can be manufactured, sold, imported, or used in other business activities.
Starting from July 1, 2024, the designated certification body will begin to accept CCC certification applications. The certification work will be undertaken by the certification body that currently has the designated business scope for the relevant product types. The laboratory will be separately designated.
II. Third-party evaluation method for restoring CCC certification of low-voltage components.
(1) Starting from November 1, 2024, all low-voltage components must obtain the CCC certification certificate and display the CCC certification mark before they can be manufactured, sold, imported, or used in other business activities.
Starting from May 1, 2024, the designated certification body will begin to accept CCC certification applications for low-voltage components. The "Self-Declaration Information Reporting System for Compulsory Certification Product Compliance" (hereinafter referred to as the system) will no longer generate self-declarations. For those holding valid CCC self-declarations for low-voltage components, the designated certification body will directly issue CCC certification certificates and ensure the validity of the certification through post-certification supervision.
Before November 1, 2024, enterprises holding valid CCC self-declaration certificates must complete the conversion of CCC certification certificates and promptly cancel the corresponding self-declarations; for those that have been manufactured and are no longer being produced, no conversion is required. After November 1, 2024, the CCC self-declarations for low-voltage components in the system will be uniformly cancelled.
(2) Reinstating the designated business scope of low-voltage components for the 4 certification institutions that were suspended due to the cancellation of the "Announcement by the State Administration for Market Regulation on Adjusting and Improving the Catalogue of Compulsory Product Certification and Implementation Requirements" (No. 44 of 2019) (China Quality Certification Center, Fangyuan Mark Certification Group Co., Ltd., Guangdong Quality Inspection Zhongcheng Certification Co., Ltd., and Shanghai Tianwei Certification Technology Co., Ltd.). The testing work will still be undertaken by the existing designated laboratories for CCC certification of low-voltage components.
III. The designated certification body shall, based on the general rules for CCC certification and the implementation rules for CCC certification of corresponding products, formulate the certification implementation rules. After submitting these rules to the Certification Supervision Department of the Market Supervision Administration for record, the certification body can commence the certification work.
IV. The designated certification bodies and laboratories should, under the premise of ensuring controllable certification risks and guaranteeing the quality of certification, actively adopt the existing conformity assessment results, reduce the burden on enterprises, and facilitate their obtaining certification.
